A Brief Introduction to Skilled Personnel Training in the Shougang Group

Based on Shougang Technician College, the Shougang Group's skilled personnel training cultivates nearly 10,000 skilled personnel for the Shougang Group and society each year, creating a large number of national, municipal and group-level technical experts, professional skills contest winners and skilled personnel leaders. With great strength in and contributions to skilled personnel training, Shougang Technician College has become a professional skills public training base in Beijing, as well as a national highly skilled talent training base. It received the ‘National Skilled Personnel Cultivation Outstanding Contribution Award’ in 2012, and the title of ‘China Enterprise Training Demonstration Base’ in 2016.

Shougang Technician College possesses first-class soft and hard conditions for skills training. Its training venue of 25,000m2 with good environmental conditions is equipped with advanced and complete training equipment. Its highly skilled talent training system has been continuously innovated and perfected in practice. The ‘integrated’ faculty combining an adequate number of full-time and part-time teachers provides a strong guarantee for skilled personnel training. First-class training conditions and first-class training quality have made Shougang Technician College a cradle of skilled personnel, a furnace for creating superb skills and fertile soil to nourish skilled personnel to grow in.

Through years of exploration and practice in skilled personnel training, Shougang Technician College has developed a whole set of skilled personnel training experience with its own characteristics which is highly praised and promoted.

First, ‘synergetic’ construction with ‘school-enterprise interaction, complementary advantages, mutual benefits and win-win results’ is implemented.

Always adhering to the deep integration of skilled personnel training with enterprises, the College has built an education and training management model integrating the school and enterprises, as well as a school-enterprise co-building mechanism for the skilled personnel training system. Enterprise experts are directly involved in, guard and supervise the construction of the skilled personnel training system, and jointly complete training theory research, curriculum development, teaching materials development, teaching and research, educational reform, teacher training, construction of the training quality evaluation system and other work. The College also adheres to a market development mechanism matching enterprise needs and training abilities, and has established partnerships with more than 60 enterprises, realizing the seamless connection between College talent training and the demands of enterprises for talents.

Second, a training system meeting the job requirements of technical personnel has been built.

The College has constructed an integrated training course system ‘combining work and study’ and ‘based on the work process’. It explores such training methods as on-the-spot teaching, case teaching, project teaching, post teaching and simulation operation teaching. A series of training materials have been developed and prepared with ‘work tasks as the main content’. The College adheres to the teacher training model of the simultaneous construction of a ‘double-qualified professional team’ and ‘a team of full-time and part-time teachers’, closely integrating ‘teaching in the College’ with ‘practice outside the College’. A training base with ‘strong training capacity in the College and rich training bases outside the College’ has been built. A skilled personnel development and evaluation mechanism ‘combining process assessment and final assessment’ has been established, which continuously improves its comprehensive training strength.

Third, ‘high-end’ construction with ‘high-end leading and top-level design’ is implemented.

On account of the shortage of national leading highly skilled talents, the College has carefully created a series of high-end training brands such as ‘advanced technician study and training’. It is also committed to innovation ability training and actively develops special training in the innovation ability of skilled personnel in accordance with the requirements of ‘Made in China 2025’ and the development orientation and needs of the Shougang Group and Beijing. The College makes bold innovations to the leading talent training model, has established ‘company workstations of the technical master studio’ in seven companies and expands the channels and ways of highly skilled leading talent training, constantly moving towards the ‘high-end’ training of skilled personnel.

Fourth, the ‘Internet + staff training’ learning platform has been built.

Making full use of the ‘Internet-based’ advantages of crossing time and space and high radiation, the College has successively built a distance education platform which includes the four systems of network, video, website and support, and the five functions of examinations, online, synchronous, asynchronous and distance learning. The College has independently developed and built a training courseware resource library of more than 40 types of work, as well as a learning tool integrating course standards, teaching software, question bank, working page, learning materials, evaluation standards and so on (the ‘training and learning package’ for short). The College has also explored a mixed training model integrating O2O (online to offline) synchronous, asynchronous and informal learning for training projects, and a training model which achieves mobile learning with the help of mobile information equipment. The number of annual online trainees is over 30,000.

Fifth, a ‘diversified and boosting’ skilled personnel training model is implemented.

The College actively implements multiple ‘diversified training’ models such as ‘flexible school system and credit system, ordered training, technician advanced study and training, and dual-tutor system’ to support enterprise development and boost the growth of the staff. The College strives to explore the training methods of ‘training without leaving the post, with the work site as the classroom’ and ‘employers order and the College provides a training menu’, providing follow-up and all-round services for enterprise staff training. Through the construction of the ‘learning, training, contest and selection’ personnel skills competition platform to boost the growth of skilled personnel, the College has cultivated a large number of highly skilled leading talents for enterprises and boosted the development of skilled personnel.

In recent years, a number of national construction projects such as ‘national highly skilled personnel training base’ and ‘national technical master studio’ have been implemented here. The College has won such titles as ‘Western Beijing Vocational Skills Appraisal Station’ and ‘Beijing Safe Production Education Base’. Its outstanding achievements in skilled personnel training have received national recognition. In 2016, its proposal of the ‘National Highly Skilled Personnel Deep Training Base Construction Project’ of the Ministry of Human Resources and Social Security was approved. By virtue of this project, the College will cultivate more excellent highly skilled talents for the Shougang Group and society.
