A Brief Introduction to Professional Managerial and Technical Personnel Training in the Shougang Group

Relying on the Shougang Institute of Technology, the continuing education and training of professional managerial and technical personnel in the Shougang Group is provided for over 10,000 professional managerial and technical personnel both in the Shougang Group and society every year, on the principle of ‘basing itself on the enterprise and serving society’. In 2015, the Group successfully completed the different tasks of the ‘Construction Project of Continuing Education and Training Base of Professional Technical Personnel in Beijing’, and passed the expert review in Beijing. In 2016, it was honored as one of the first ‘National Bases for the Continuing Education of Professionals in the Steel & Iron Industry’.

I. Undertaking the key training projects of the Shougang Group

1. The project of training personnel in professional finance and accounting posts in the Shougang Group

From October 2011 to July 2014, 43 people were selected from Shougang Enterprise to attend a 2.5-year complete off-job training project, aiming to help non-financial personnel and operators to thoroughly understand different kinds of statements, understand the financial language, learn to resolve difficulties in management and business issues with financial thought and methods, clearly understand the existing problems, control the risks and improve the management ability in the process of the innovative investment, industrial optimization and capital upgrading of the enterprise.

Major training contents: financial management of non-financial personnel, financial knowledge in popular and easy-to-understand language, financial risk management, cost accounting in finance and business, how to read financial statements, financial control in project management, business analysis and problem diagnosis, strategic acquisitions and mergers, business goals and balance in fund security, accounting standards for business enterprises, corporate law, corporation income tax law and so on.

2. Shougang Group international trade training class

From December 2014 to July 2015, 40 people were selected from Shougang Enterprise to attend a 7-month complete off-job training project, aiming to enrich and improve the level of the talent team of the China Shougang International Trade & Engineering Corporation, and promote the realization of higher goals in different kinds of production and operation.

Major training contents: 3 professional foundation courses including ‘Business English’, 9 professional core courses including ‘International Trade Affairs’, 5 professional practice courses including ‘Applied Business Writing’ and 4 improvement courses including ‘Foreign Financial Accounting’, with a total of 936 periods, 104 periods of rich special lectures, and one week each of military training, oral defense and summary.

3. Risk control system construction training program

In 2016, in order to serve the requirements of different strategic control departments, business support service departments, strategic support departments, platform companies, units directly governed by higher organs, leaders of factor management units and professional risk-controlling management personnel in controlling and managing risks, the Shougang Group organized and carried out a risk control knowledge training program, aiming to help learners increase their awareness of risk prevention and control, increase their experience in risk management, enhance their concepts and methods of risk management and control, enhance their ability to build the risk control system and create the culture of risk control management.

Major contents: changing ideas to improve awareness of risk prevention and control, sharing experience in constructing the risk control system, concepts of risk management and internal control, framework of the risk control system, laws and regulations of risk control, analysis and discussion of real cases, compiling risk control manuals and so on.

II. Holding the continuing education and training of professionals in finance and statistics of the Shougang Group

1.      Continuing education and training of financial personnel

In accordance with the transformation and development requirements of the Shougang Group, the continuing education and training of the financial personnel in the entire company is held in order to further adapt to the reformation of the national fiscal and taxation system, and improve the knowledge level and operating skill of personnel in financial posts.

Major financial training contents: first, enhancing the construction of accounting management and improve the value creativity of financial and accountancy personnel. Second, policy interpretation of replacing business tax with value-added tax and practical operation. Third, explaining the norms newly introduced by the Ministry of Finance and interpreting the relevant accounting policies: (1) No. 7 Explanation of Accounting Standards for Business Enterprises; (2) Cost Calculating System of Enterprise Products – Steel & Iron Industry; (3) Temporary Provisions of Handling Accounts in the Hedging Business of Commodity Futures; (4) No. 79 Decree of State Archives Administration of the Ministry of Finance of the People’s Republic of China – Measures for the Administration of Accounting Archives; Notice on Connecting Provisions of the Old and New Measures for the Administration of Accounting Archives. Finally, focusing on the construction of the Group’s financial control system, financial professional risk control system etc.

2.      Continuing education and training of statisticians

In order to help the statisticians deeply understand the spirit of the new statistical policy in Beijing in 2016, guide the daily statistical work, avoid and neutralize illegal behavior in statistics, interpret the Beijing Statistics Ordinance and Interim Procedures on the Announcement of the Information of Seriously Dishonest Enterprises in Statistics, and improve the individual comprehensive quality of statisticians in adapting to the fast-running new management mode of the enterprise, the continuing education and training of statisticians is organized and carried out.

Major statistical training contents: first, the key contents of the annual examination of statistical execution in Beijing and penalty types. Second, the deep analysis of typical cases in the annual examination of statistical execution so as to avoid and neutralize illegal behavior in statistics. Third, the interpretation of the Beijing Statistics Ordinance and Interim Procedures on the Announcement of the Information of Seriously Dishonest Enterprises in Statistics. Fourth, the concepts, connotations, features and roles of the financial shared service center. Fifth, the impact of the financial shared service center on the Group’s cost input and core business competitiveness. Sixth, how statisticians adjust the traditional mode of thinking and improve their individual comprehensive quality so as to adapt to the fast-running new management mode. Finally, how to link up traditional statistical work with the financial shared service center, etc..

III. The training of outstanding job foremen has already become the brand of training

Strengthening the team construction of job foremen in the enterprise and talent training and cultivation in basic management forms the basic power for realizing the reformation and innovation of the whole company. As such, the Group has established and perfected its dynamic management mechanism of training, selecting, appointing, assessing and stimulating job foremen, reserves backup job foremen, and holds training classes for the qualification certificates of job foremen in the Shougang Group and training classes for outstanding job foremen in order to improve the management ability of the teams.

Through this training, job foremen can improve their comprehensive ‘five talents, five abilities and eight capabilities’ (five talents: moral talent, working talent, oral talent, literary talent and strategic talent; five abilities: learning ability, executive ability, cohesive ability, creative ability and strain ability; eight capabilities: capabilities to learn, work, write, calculate, speak, manage, create and look).

Major contents: changing ideas about the team training, rules and regulations of team management, positioning the responsibility of job foremen and the common management ladder of the team, case studies on the specific daily work of the team, basic approaches to constructing teams and team quality management, etc.

IV. Training of management tools

1.        Computer application training

Open to professional technical (and managerial) personnel in the Shougang Group, this training includes Office Visio office mapping software, database management and PPT creation, aiming to further improve the technical level of IT application in business management and the office automation application ability of learners.

Major contents: graphic image design, database management, office automation, Visio training, PPT design and creation, etc.

2. Practical writing

In order to adapt to the needs of the Shougang Group to ‘completely deepen reformation and realize transformation development’, and further improve the level of relevant personnel in writing official documents, a training class on the knowledge of official document writing is carried out.

This training class aims to help learners grasp the writing methods of notification, requests and notices, grasp the standards of dealing with and managing official documents, and grasp the writing methods of requests for instruction and summary, help learners quickly improve the writing skills of official documents, raise the level of official document writing of employees in different units, and further improve their office efficiency and working ability through training.

Major contents: the first part: overview of official document writing – 1) concepts and types of official documents; 2) the features and roles of official documents; 3) standards and requirements of character form writing in official documents. The second part: new standards of official document format – 1) the features of official document format; 2) rules of components and identification in the format of official documents; 3) official document writing techniques and operational practice of normalized treatment. The third part: common official document writing – 1) writing standards and essentials in common types of official documents; 2) requirements and announcements of writing notices and notifications; 3) requirements and announcements of writing requests, etc. The fourth part: introduction to the contents and requirements of new media publicity platforms in the Shougang Group, news and writing.
