Recently, the Shougang Group's Special-class Technician Evaluation Office invited the Shijingshan District Occupational Skill Appraisal Management Center to supervise the evaluation of special-class technicians in 2023, and confirmed that the evaluation process was fair, compliant and effective. The first batch of six special-class skilled talents of the Group was officially selected, namely Zhang Weizhong, Wang Hongpeng and Rong Yanming from Shougang Jingtang United Iron and Steel Co., Ltd. ("Shougang Jingtang"), and Qu Erlong, Wang Wenbin and Jiao Yanlong from Beijing Shougang Co., Ltd.

As the Ministry of Human Resources and Social Security of the People's Republic of China started the evaluation and employment of special-class technicians on a pilot basis, and clearly implemented a new eight-grade vocational skills grading system of "apprentice, junior worker, intermediate worker, senior worker, technician, senior technician, special-class technician and chief technician" for skilled jobs, the Beijing Occupational Skill Appraisal Management Center issued the Notice on Piloting the Evaluation and Employment of Special-class Technicians in Enterprises on August 30th, 2022 to pilot the evaluation and employment of special-class technicians. In line with the general requirements of the Group's Party Committee for further strengthening talent construction, the Personnel Service Center actively played its professional role, implemented the division of labor based on specialization, intensified policy coordination for the construction of channels for the growth of skilled talents, strengthened policy communication with the Municipal Human Resources and Social Security Bureau and District Human Resources and Social Security Bureau, and actively strived for the qualification to pilot the evaluation and employment of special-class technicians in Beijing with the legal person status of "Shougang Group Co., Ltd.", which was approved.

In order to properly carry out the evaluation of special-class technicians, the Group has set up a leading group for special-class technician evaluation, with the leading official in charge of the Group as the team leader and the heads of the Group's Human Resources Department, Personnel Service Center, Talent Development Institute, Trade Union, Commission for Discipline Inspection and Chief Engineer's Office as the team members. In order to facilitate the organization of daily evaluation, a special-class technician evaluation office was set up, composed of the Human Resources Department, Personnel Service Center, leading officials in charge of grass-roots units and professionals.

On September 18th, 2023, the Personnel Service Center and Human Resources Department issued the Notice on Piloting the Evaluation of Special-class Technicians in order to pilot the evaluation of special-class technicians in the Beijing-Hebei region, adhere to the guidance of "morality, ability and achievement", evaluate the applicants' ability and contribution to "optimizing operational approaches, solving difficulties in production, completing work tasks, participating in technological innovation, passing on technical skills, training apprentices and educating people", grasp the overall quality of the evaluation according to a pass rate of no more than 30% and select special-class technicians with "good occupational ethics, zero annual accidents, great working contributions, high skill level, strong innovation ability and excellent performance in training apprentices".

Different from the mode of "theoretical examination + practical assessment + comprehensive evaluation" in the assessment of technicians and senior technicians, the evaluation of special-class technicians adopts the mode of "material evaluation + paper evaluation". The specific items for evaluation cover five aspects: "professional experience, technical level, skill level, working achievements and technical papers", with the weights set according to the items. Each item contains 1–11 sub-items for evaluation, and each sub-item contains several details for evaluation (scoring standards). Meanwhile, the "one-vote veto system" against the provision of false information, plagiarism of technical papers, falsification of published papers and works, safety accidents in recent years and problems in occupational ethics is implemented in the evaluation of special-class technicians.

In the next step, guided by the spirit of the Group's "Two Sessions" and with the goal of comprehensively consolidating the foundations for the high-quality development of human resources and improving the construction of talent teams, the Personnel Service Center will conscientiously sum up the experience of the pilot work this time, further solicit opinions and suggestions from the grassroots, actively exchange with and learn from brother enterprises, perfect items and scoring standards for the evaluation of special-class technicians, and guide the member units of the Group to do a good job in the evaluation of special-class technicians in 2024.
