Taking the opportunities arising from the B & R initiative, SGCG actively exploits overseas markets to make contributions to infrastructure construction in the countries along the B & R. At present, the main structure of the sea view mansion project on Reem Island (Abu Dhabi, UAE) is almost being completed; the TOSYALI 230t steelmaking project in Oran (Algeria’s second largest city) is being implemented steadily. Therefore, SGCG won the praise and trust of the owners.

The sea view mansion project is a high-end residence comprised of 3 parking floors and 15 standard floors. Its total floorage exceeds28,000m². SGCG International Company, being the general contractor, undertakes the tasks of civil work, glass curtain wall building, electromechanical work and indoor decoration. Since the start of construction in March 2016, faced with Ramadan, long Lesser Bairam, torridity as well as strict standards and codes of the West, the staff of the project department has always been strict in management with the aim of assuring construction.

In order to complete the main structure before Ramdam, a local traditional festival, the project department thought up and took multiple measures to achieve the goal of roofing the structure in middle May. To be more specific, the structure subcontractor and the labor service provider were reasonably organized for engineering construction; more efforts were made in organizing night work; a daily task incentive mechanism was developed to motivate the constructors’ enthusiasm. From April, the progress of structural construction has accelerated from 10 days/floor, to 9 days/floor, to 8 days/floor, and to 7 days/floor, arousing successive upsurges.

By May 9, roof concreting, column reinforcing and wall reinforcing have been completed in Section 1 of LEVEL16; steel bar binding on plates and concreting have been completed in Section 2 of LEVEL 16; flooring has been commenced on LEVEL17. The project will be roofed in middle May.

Located in Oran (Algeria’s second largest city), the TOSYALI 230t steelmaking project is another overseas project undertaken by SGCG in a country along the B & R, as well as the first overseas project ingeniously implemented by SGCG First Metallurgical Construction Company. All the steel structures, pipes, electrical equipment and mechanical equipment for the project are delivered to Algeria after being finished in China. SGCG undertakes the installation of 15,000t steel structure for the steelmaking and continuous casting workshops, 210t steel structure for the spare parts warehouse, 280t steel structure for the oxygen generation station, 303 sets of equipment (6,700t) for the main workshop of the steelmaking area and 142 sets of oxygen generators (3,300t), as well as the construction of 3,000t pipes of different types.

In order to build Shougang’s brands image, soon after taking on the tasks, SGCG First Metallurgical Construction Company began to prepare, pack and deliver materials, develop and review construction schemes, and prepare technical data. Competent workers were assigned to carry out planning and construction work on the construction site, investigate the details of the material supply, machinery market and labor market around the construction site, and communicate with the manufacturers of the equipment for the oxygen generation station. In addition, to make sufficient preparations for bringing out a quality project, experienced, skillful managers, technicians and constructors were selected in accordance with the engineering requirements, and technicians were specially trained for certain target.

In the end of last November, when personnel and equipment were put in place, the rainy season, which features a significant diurnal temperature variation, had arrived in Algeria. The daytime was sky-paining, while the night was bleak and entailed sleeping with a thick quilt. Sometimes, continuous and heavy downpour delayed the construction progress, and badly upset the workers. To overcome these difficulties, the project department organized the workers to reinforce the houses, thicken mattresses for themselves, and carry out construction in the intervals of heavy rains. The spare parts warehouse was built up within 1 month, which ensured normal and orderly proceeding of the construction. To lower the cost, the members of the project department made daily necessities all by themselves, such as table, sleeping boards, screen windows and canopy, by themselves.

During the construction, the project department carries out lean management and precision construction by carrying forward the spirit of the craftsman. Pre-shift meetings and safety meetings are held to solve safety and management problems encountered during the construction, with focus on management and implementation of safety codes. The managers pay attention to the site at all times. For an important position, node or link, the managers and technicians offer technical guidance on specific operations to meet the requirements for safety, quality and technology. For example, attributed to considerate organization and proper measures, each electrical panel or cabinet, heavier than 2t, was safely put in place with the fixed floor tiles kept intact. This was highly praised by the owner. 

In addition to precision construction, the project department assures the construction with years of professional experience and technical advantages. For example, the main structure of the spherical tank for oxygen generation, larger than 8m in diameter, was completely installed within 1 day. All its welding positions have passed the strict tests conducted by Algeria’s testers, without any defect found in flaw detection. Depending on the “transcripts”, the project department won the praise and trust of the owner. Whenever a technical problem is encountered, the owner will turn to the project department for negotiation, without any hesitation.

During of the construction, the members of the project department paid attention to the communication with local residents, and fully respected local ethnic habits and life customs. They brought stationary and candies to local children, and organized recreational and sports activities together with local residents. With mutual help and friendliness, they were popular with local residents, and have built a good image for Chinese enterprises in the foreign country.
