Shougang Construction Completes Topping-Out of APC Cooling Tower for Tosyali Cold Rolling Project in Algeria
Release Time:2026-05-18BEIJING – Recently, the roof capping operation for the APC Tower of the galvanizing and continuous annealing line in the Tosyali Cold Rolling Project in Algeria, undertaken by the First Metallurgical Construction Engineering Branch of Shougang Construction, was successfully completed. This milestone marks the official commencement of the full-scale equipment installation for the project, which creates the necessary preconditions for subsequent key processes such as the construction of refractory materials inside the annealing furnace and the deployment of process equipment, laying a solid foundation for the project’s on-schedule commissioning.
The Tosyali Cold Rolling Project in Algeria is a key project for the upgrading of local flat steel industry. As a core structure on the critical path of the entire production line, the APC Tower (After-Pot Cooling Tower) stands 72 meters high, comprises 16 working platforms, and has a total weight of 1,500 tonnes. The successful topping-out of this tower signifies the comprehensive completion of the main structural construction for the project, with its construction quality and progress directly related to the modernization process of Algeria’s iron and steel industry.
To address construction challenges such as the concentration of super-high and oversized components, the difficulty of high-altitude operations, and high installation precision requirements, the project department of the First Metallurgical Construction Engineering Branch innovatively implemented a “factory prefabrication, modular lifting” construction system based upon multiple rounds of technical demonstration and scheme optimization, achieving a leapfrog upgrade in the construction mode. During the construction process, the project department broke away from the traditional scattered assembly operation at heights, resorting to integrated ground-level centralized operation. By setting up a temporary prefabrication yard, precise alignment and assembly of steel columns and beams were completed. A dual technical assurance system of “3D positioning + pre-assembly verification” was employed to strictly control module installation precision errors within 3 millimeters. Utilizing large professional cranes for integral hoisting and positioning significantly simplified high-altitude operation procedures and mitigated construction risks. This innovative mode reduced high-altitude operation volume by 70%, lowered high-altitude safety risks by 65%, and improved construction efficiency by 40% compared to traditional techniques, fully demonstrating the technical prowess and management capabilities of the First Metallurgical Construction Engineering Branch in the field of super-large component construction.
To guarantee seamless connection and efficient progress across all stages, the project department implemented a 24-hour shift operation mechanism, forming a dedicated technical team to ensure full-process crane operation, maintenance, and construction scheduling, thus achieving the topping-out as scheduled.
