Amid a new wave of technological and industrial transformation, Shougang has advanced technological innovation as its primary competitive edge. Digital and intelligent transformation has become the strategic choice to cultivate new quality productive forces and seize development initiative. During the period of the 14th Five-Year Plan, a grand “Digital Shougang” blueprint unfolded: the Group became the first Beijing municipal SOE to build a fully visible, traceable and controllable treasury system, integrating business, finance, capital and tax; Shougang Cold Rolling was named a WEF “Lighthouse Factory”; Shougang Jingtang received MIIT’s “Digital Pioneer” title; Shougang Park IOC supported more than 100 major events. A series of breakthroughs drove high-quality development and laid a solid foundation for creating Shougang scenarios in Chinese-style modernization.

China’s 14th Five-Year Plan called for accelerating digital development and building a “Digital China”. Shougang deeply integrated digital intelligence with industry, boosted innovation via technology, improved efficiency, capital turnover and asset quality, supported industry-finance integration and ultra-low-cost operations. In this way, the Group’s digital transformation and sustainable development have been promoted, while high-end, intelligent and green transformation advanced across the Group.

Digital-Intelligent Management: Mastering Every Strategic Move

Since the 14th Five-Year Plan, Shougang has been focusing on improving management systems and capabilities, comprehensively digitalizing group control to build an efficient, agile and smart governance system.

— The First Beijing Municipal SOE to Implement a Digital Treasury System

Finance is the hub of operations. Guided by the requirements of constructing a treasury system, Shougang built a “Six Unifications” financial standard system and an integrated business-finance-capital-tax platform for a better financial control. Deeper business-finance integration improved efficiency, risk control and decision support, thus realizing comprehensive system linkage and data interconnectivity. The Group basically achieved unified budgeting, centralized capital and integrated accounting, forming a sound cycle of data-driven, finance-empowered management.

“In the past, capital across hundreds of units within the Group was scattered hard to track,” said Zhao Hong from the Treasury Operations Department of Shougang Finance, when talking about the pain point for a traditional group in capital management. Information silos, long workflows and poor monitoring challenged efficiency and control. All that has changed. Shougang’s fully operational digital treasury became the first among Beijing municipal SOEs to achieve a leap-forward development of digital treasury from traditional capital management, featuring full visibility, traceability and control of financial resources. Daily cash flows, deposit structures and large payments are visible in one click. Payments are processed instantly. Capital is fully monitored, managed and deployed effectively.

In 2023, the treasury launched its “6+1” modules covering accounts, capital concentration, bill management, foreign exchange control, financing guarantee, internal credit and decision analysis. In 2024, the “8+1” system fully integrated business, finance and capital. Today, the financial system covers 156 steel and mining entities across China. Based on the new treasury system, Shougang Group created a new pattern of capital management. The treasury system upgraded efficiency, established an “indicator + evaluation” risk framework, improved data governance and intelligent decision-making, providing a real-time, precise capital map for stable development.

— Systems as the Lifeline: Empowering Project Management

Shougang rolled out mature group control systems across steel bases and emerging industries. Centering on steel services and urban services, new industries focused on upgrading and incubation, toward high-end, green and digital development. Through paying special attention to respective value chain, relevant units digitalized core scenarios, built industrial internet capacity and strengthened competitiveness. Shougang Construction has upgraded its BIM + Digital Construction Site platform to enable construction simulation, collision detection, integrated pipeline design and component lifecycle management. The company has promoted the wide application of smart construction technologies, having achieved 100% real-name labor attendance and earned the Beijing Municipal AAA Smart Construction Site certification. Shougang International Engineering has built a BIM design collaboration platform and BIM Design Cloud. The BIM drawing rate has risen from 0.8% at the start of the 14th Five-Year Plan to 21%. Its BIM practices have won 6 provincial and ministerial first and second prizes and 1 Infrastructure Going Digital Award. The design revision rate has dropped from 16.76% (end of the 13th Five-Year Plan) to 7.0%, while annual construction drawing output has grown from 63,400 A1 sheets to 69,800 A1 sheets. SGAI developed the Shougang Industrial Internet Platform, focusing on intelligent manufacturing. It has completed the R&D and rollout of 11 product lines and upgraded the integrated operation and management platform to strengthen corporate governance. Beiye upgraded infrastructure in Beijing and Nanjing, establishing a unified, centralized ERP system across both sites. A new MES system was deployed at the new base, realizing full-process management from contract signing to production and delivery, and integrating capital flow, logistics and information flow to greatly improve cross-business efficiency. Shougang GITANE launched an energy management and control platform for optimized and efficient energy use. Shougang Environment introduced intelligent control systems for waste-to-energy projects, significantly enhancing operational efficiency and environmental performance. Through full-coverage system promotion and experience replication, Shougang has formed a new operational pattern of coordinated development and vertical linkage across the entire group.

— Synergy as the Network: Upgrading Professional Management

Five years of digital transformation has brought about full vertical alignment between the Group’s headquarters and all business units, as well as deep horizontal integration across functional departments. Core management areas, including investment, assets, human resources and legal affairs, have all become process-driven, standardized and intelligent. In investment management, Shougang has established a strategy-driven digital system covering the full investment lifecycle, from fundraising, investment, management to exit. All investment activities are fully transparent, controllable and their outcomes measurable. Mobile inventory and full-lifecycle closed-loop digital management have effectively preserved and enhanced asset values. Legal and audit functions use digital systems to move risk control upstream. Full-process contract monitoring and intelligent auditing have replaced post-event review with ongoing risk prevention. Together with the Shougang Tong collaboration platform, digital archives and smart centralized procurement, these tools have created a new governance ecosystem of centralized resources, shared services and intelligent coordination, thus significantly improving the Group’s operational efficiency and governance capacity.

Intelligent Manufacturing: From “Sweat” to “Smart”

In underground mining zones, autonomous trucks travel steadily along fixed routes, with their unmanned cabs standing in sharp contrast to the busy operation sites. On the high-temperature blast furnace tuyere platform, agile inspection robots replace workers, moving safely through heat and noise. Inside the steelmaking control center, operators monitor real-time data including ladle temperature and gas concentration, with full visibility of site conditions. In digital coal yards, stacker-reclaimers use digital identification and tracking systems for precise coal blending and automatic 3D mapping. From labor-intensive, experience-based production to data and AI-driven smart manufacturing, futuristic operational scenes are now unfolding across Shougang’s plants, mines and workshops.

Over five years, Shougang has rolled out more than 400 intelligent manufacturing scenarios. A number of its subsidiaries have been recognized as national benchmarks, including Lighthouse Factory, Digital Pioneer and Excellence-Level Smart Factory. With forward-looking strategic vision, Shougang Group has made digital transformation and intelligent manufacturing the core engines of high-quality development. — Setting New Benchmarks: Shougang Leads Smart Factory Development

During the 14th Five-Year Plan period, Shougang’s core steel business has advanced steadily with digital product innovation, intelligent operations, agile customer service and ecosystem-based industrial development. A new generation of factories representing China’s most advanced steel intelligence has emerged as industry benchmarks.

Shougang Cold Rolling has been named a World Economic Forum (WEF) Lighthouse Factory. Using multi-algorithm intelligent scheduling, knowledge graphs and other cutting-edge technologies, it has implemented 67 digital use cases. The results speak for themselves: high-end product sales up 36%, customer complaints down 55%, and production line efficiency improved by 21.2 percentage points, making it a model for the global smart manufacturing revolution.

Shougang Jingtang has earned three top national honors: MIIT “Digital Pioneer”, “Excellence-Level Smart Factory” and “5G Factory”. Its smart manufacturing maturity score reached 3.9 (Level 4), ranking among the industry’s best. As a showcase facility, the No. 2 Cold Rolling Smart Factory operates intelligent lines for Galvanizing Lines 3 & 4 and Pickling Line 2. It has deployed 51 intelligent applications including online coil centering and strip deviation detection, automatic acid & emulsion control, and in-depth energy management, forming a comprehensive intelligent production system. Shougang Jingtang’s self-developed converter digital twin system enables fully intelligent control of blowing, tapping, slag splashing and slagging. The system covers more than 90% of production processes with over 95% unattended operation. Direct tapping increased by approximately 26%, smelting cycle shortened by 2 minutes 28 seconds, and steel consumption reduced by about 2.9 kg per ton, placing the technology at world-class standards.

Shougang Zhixin has been selected as a Digital Transformation Pilot Unit by the State Council. By focusing on “manufacturing plus services,” Shougang Zhixin has become a core hub for technological innovation and a key base for technical services supporting Shougang’s electrical steel business. Two of its products have made global debuts, leading the latest development of the NEV industry. Its self-developed self-bonding coating has made it the world’s first qualified supplier of self-bonding core materials for a top global NEV maker. It has also developed coated products for hydropower applications, achieving new breakthroughs in non-oriented electrical steel for pumped-storage power stations. Its honors include “China Unicorn Enterprise”, Annual Outstanding “Science and Technology Reform Demonstration” Enterprise, Leading Enterprise in the Construction of National Quality Power, and National-level “Green Factory” in 2024.

Smart factories have emerged across Shougang’s benchmark subsidiaries, driving intelligent and digital transformation of its core steel business. — Forging New Tools: Smart Transformation of Production Lines and Equipment

Intelligent manufacturing is evident not only across entire plants but also in every production line and machine. Guided by the “Four Extremes” principle, Shougang Group has deeply integrated AI, machine vision, 5G and other new technologies into core production equipment, building a world-class cluster of intelligent machinery.

Robots are revolutionizing production. The Group has deployed 116 intelligent robots, 119 unmanned overhead cranes and 15 unmanned stackers across its operations. The hot-rolled coil defect grinding robot developed by Beijing Shougang Co., Ltd. automatically identifies and efficiently treats steel surface defects. Shougang Jingtang’s AI-powered smart logistics platform uses multi-objective collaborative scheduling to dynamically match transport capacity with delivery plans—a first for the industry. The system enables full visibility, reliable data transmission and intelligent control of internal logistics, cutting more than 60 transport vehicles, lifting efficiency by 15.2 percentage points and generating annual benefits of RMB51.64 million. In Shougang GITANE’s three-phase workshop, a fully automatic feeding system has replaced heavy manual labor of moving nearly 800kg of material, reducing labor intensity by more than 60%. Shougang Shuigang has advanced its “Digital & Smart Shuigang” strategy. Using “digital reduction, intelligent streamlining and automated unmanning,” it has implemented unmanned crossings, substations, pumping stations, unmanned cranes and automatic tag-welding robots, significantly improving labor productivity. Shougang Changgang has upgraded its steelmaking and continuous casting systems to centralized control and automated intelligent quality inspection. Projects include automatic tag-welding robots, intelligent raw material analysis robots and automated mechanical property testing. Shougang Tonggang has launched an intelligent scrap steel grading system that uses big-data models to grade material automatically, minimizing human intervention.

Unmanned mining trucks have transformed traditional mining. Shougang Mining’s Xingshan Mine upgraded 4 load-haul-dump machines and 5 long-hole jumbos to a “5G + ground-based centralized control” system, achieving large-scale application as a national pioneer. A total of 26 mining trucks at Shuichang and Dashihe mines, plus 9 trucks at Shougang Mining Investment’s Liaoning Boron Iron operation, now run autonomously—freeing up more than 100 workers. Liaoning’s first unmanned mining demonstration base was established here. Liaoning Boron Iron built a fully unattended “lights-out factory” and a unified production command center featuring visual operation and intelligent control.

Smart logistics drives efficient operations. Shougang Jingtang’s intelligent logistics management system covers more than 150 transport scenarios using 14 intelligent algorithms across 7 categories. It enables automatic operation of stackers and overhead cranes with global intelligent scheduling. The system cut 60 transport vehicles while lifting overall logistics efficiency by 15.2 percentage points. Shougang Tonggang deployed a one-pass card system, plant hauling, metering, automatic coal injection and smart warehousing. The systems track vehicles in real time, cut redundant transport, and enable full digital traceability and closed-loop management from raw material intake through production to finished goods delivery—greatly improving operational efficiency and precision control.

Digital and intelligent systems strengthen safety and quality. Shougang Jingtang uses machine vision, 3D reconstruction, AI and remote control to fully automate ladle hot repair, eliminating all high-temperature hazards of manual work. This project was selected as a 2024 MIIT Typical Application Case of AI Empowering New Industrialization. Tonggang built a digital coal yard that centrally monitors inventory and stacker data, supporting smart purchasing and precise blending to ensure stable, high-quality burden for blast furnaces. SGAI independently developed robotic solutions for 13 standardized scenarios including coil unbundling, tag welding and furnace sampling—significantly improving warehouse efficiency and safety.

— Empowering New Scenarios: AI Large Models Boost Quality & Efficiency

Intelligent transformation delivers clear results: it solves key business pain points and drastically lifts operational efficiency. Shougang has systematically deployed smart technologies across the full value chain, from energy and operations to customer services, enabling new work models and scenarios that drive across-the-board improvements in efficiency, output and performance.

AI large models have opened a new chapter in smart transformation. The Shougang Group AI Computing Center, invested, built and operated by SGAI, was launched in just 30 days. It provides high-performance computing power for intelligent manufacturing, process optimization and quality control, deepens the integration of steel industry and AI, and established a Group-wide “unified training, distributed inference” computing network, further strengthening Shougang’s technical foundation for intelligent transformation. Shougang Cold Rolling’s intelligent scheduling system for finishing processes marked a major industry breakthrough: the first large-model application in production scheduling. Manual intervention in unit allocation dropped below 0.8%, and 100% fully automatic scheduling was achieved. This represents Shougang’s leap from traditional algorithm-based planning to AI-driven intelligent decision-making in “AI + Steel” applications. Shougang GITANE, together with Beijing Information Science & Technology University, developed and locally deployed an AI large-model knowledge management system. It converts decades of process data and expert experience into secure, usable digital assets, enabling accurate knowledge retrieval and inheritance. Meanwhile, deeper integration of MES, ERP and other systems created full real-time data flows, cutting urgent-order response time from 3 days to just 8 hours.

Robotic Process Automation (RPA) has become Shougang’s “digital workforce.” To empower employees and boost efficiency, RPA robots are widely used across 28 core processes including finance, procurement and sales, raising work efficiency by 3.6 times and cutting manual hours by 78%. Beijing Shougang Co., Ltd. and Shougang Jingtang have automated 85 business scenarios such as automated reporting and intelligent reconciliation, freeing employees from tedious tasks so they can focus on higher-value work.

Digital and intelligent operations support green, energy-saving production. The dynamic forecasting model for the steelmaking steam system developed by Shougang Jingtang has improved system stability by 29% and saved 17,000 tons of medium-pressure steam annually.

Intelligent services extend the value chain. The smart marketing platform has achieved a 90% customer login rate. EDI integration with 21 key customers including BYD and FAW has greatly improved supply chain collaboration efficiency. Tools such as the customer service APP and electronic contracts have made “Shougang Service” more agile and precise.

During the 14th Five-Year Plan period, Shougang Group focused on on-site production and intelligent manufacturing. It turned new technologies and models into tangible capabilities in operational efficiency, product quality, safety and energy conservation, injecting new momentum into the company’s high-quality development.

By establishing a full-cycle digital management system covering investment, construction, business attraction and operations, Shougang Park has achieved systematic improvements in service and operational efficiency. During the 14th Five-Year Plan period, Shougang Park fully digitalized its full-cycle operations including development, construction, investment promotion, daily management and customer service, significantly strengthening comprehensive governance and visitor experience. Shougang Construction & Investment established a full digital management system to deliver all-round services for project development, park operations and visitors alike. A project cost management system was put in place to oversee the entire lifecycle of engineering projects, from budget estimation and overall cost control to detailed accounting, contract planning and fund payment, enabling precise cost management and control. To strengthen business-finance integration, Shougang Park launched an integrated investment and operation platform. It unifies management of leased space, contracts, payment terms, invoicing and revenue recognition, raising business efficiency by more than 20%. During the 2023 CIFTIS, the Intelligent Operations Center (IOC) was officially launched. It integrates and visualizes real-time data on building status, industrial distribution, traffic flow, parking availability and security, enabling full-park monitoring, intelligent analysis and centralized command. This greatly improved operational efficiency and emergency response. For visitors, the “AI Shougang Park” mini-program and intelligent parking system were launched, seamlessly covering dining, accommodation, transportation, sightseeing and shopping and greatly enhancing service capacity.

Centered on building a key hub for the Beijing International Center for Science & Technology Innovation, Shougang Park has strategically focused on new quality productive forces including sci-fi, metaverse, virtual reality, esports and robotics. More than 1,000 enterprises have entered the park, including 420 tech innovators. It has also been approved as one of Beijing’s first “distinctive Zhongguancun industrial parks”. Digital empowerment has also sharply boosted the park’s brand appeal and consumer capacity. In 2025, annual visitors surpassed 14 million. CIFS launched “Shougang Jingpiao”, a multi-level transferable debt certificate that serves more than 5,300 clients and provided over RMB42.5 billion in liquidity support for nearly 50 core enterprises of Shougang Group. It rolled out innovative financial products including “Ding Dan Tong” and “Lv Zu Bao”, covering the full procurement and sales chain upstream and downstream of the Group’s core enterprises. These solutions greatly expanded the reach of supply chain finance, improved overall industrial chain turnover efficiency, met the diversified financing needs of suppliers at different trading stages, and strongly supported the Group’s low-carbon, green and sustainable transformation. Jingpiao E-Xin was officially launched, extending the technology model of Shougang Jingpiao to Shougang Park and the broader Shougang ecosystem. This marked a solid step for Shougang’s supply chain finance platform to grow beyond its roots and serve a wider market. The company completed the Group’s first full-cycle pilot for data asset capitalization, with data assets registered at the Beijing International Data Exchange. It has obtained 20 software copyrights and been certified as a “National High-Tech Enterprise”. It has also implemented scenario applications based on the privately-deployed DeepSeek large model, providing more efficient and intelligent AI solutions for the supply chain finance industry. This marks CIFS’ entry into a new stage of digital finance development. Shougang Fund built a highly-integrated investment management platform, which improved investment decision-making efficiency by 30% and strengthened risk control capability by 25%. It established a park management platform to realize online asset data management for projects including Shougang Winter Olympics Plaza and Rongshi Plaza. Shougang promoted refined medical management. Shouyi Healthcare formed an overall information framework of “One Center, One Platform, One Network”, initially achieving intelligent clinical treatment, digital management and data-driven decision-making.

— Building a Distinctive Shougang Service Brand

In addition, Shougang has further deepened digital development across its industrial ecosystem and promoted its service brand to the public. It delivers more considerate, convenient and comfortable services for parks and communities, demonstrating the high standard of “Shougang Services” in every detail. The urban service center under Shougang Industry developed smart canteens, adopting self-service weighing and online ordering to optimize the dining experience. In property services, the company has built a benchmark for tech-enabled services via smart security and intelligent parking systems, driving steady growth in customer satisfaction. Caofeidian Construction Investment Company launched a digital operation and management platform to enable full online workflow for project cost, bidding, contracting and settlement. It also deployed a property management system to upgrade service capacity and provide digital support for vacant asset patrol inspections and refined community services. Shougang Real Estate realized full-value-chain digital management covering investment, research, development, supply and sales. It built and optimized 11 business systems including procurement and cost management, and advanced smart sales venue operations to achieve integrated mobile management of customer reception, mobile sales, channel distribution and risk control. During the 2025 Spring Festival, to ease the range anxiety of NEV drivers on expressways, Shougang Chengyun deployed multiple “Gang Hao Chong” smart mobile charging vehicles at service areas around Beijing. The initiative strongly guaranteed holiday travel for new energy vehicles and won wide recognition from transportation authorities and vehicle owners.

Talent Team Building: Forging Digital Capabilities

On June 30, 2025, Shougang launched its training program for digital technology innovation talents. Over a five-week course, 49 participants from across the Group focused on digital technology innovation. Through case analysis, hands-on training, frontier seminars and field research, participants comprehensively upgraded their practical digital capabilities. Looking ahead to future development and aiming to strengthen digital core competitiveness, Shougang systematically built a professional talent workforce for digital and intelligent development during the 14th Five-Year Plan period. In five years, the Group held 390 digital transformation training sessions covering over 220,000 employee attendances, fostering a strong cultural atmosphere for digital upgrading.

Talent underpins all great achievements. Since the start of the 14th Five-Year Plan, Shougang has regarded digital and intelligent professionals as the core driver of transformation and upgrading. The Group has established a full-cycle talent system covering selection, training, assessment, incentive and career development. It has formed a solid institutional framework rooted in sound rules, empowered by professional platforms, applied through business scenarios, and centered on talent development, effectively supporting the implementation of digital transformation strategies across all industrial sectors. Shougang formulated and issued the corporate standard Shougang Digital & Intelligent Engineer Professional Standard, laying a scientific and unified benchmark for competency evaluation of related professional roles. Skill competitions have been held to boost learning and practical proficiency, enabling outstanding professionals to stand out. Key subsidiaries including Beijing Shougang Co., Ltd. and Shougang Jingtang rolled out dedicated implementation plans for digital talent development, forming a closed-loop management system covering talent identification, systematic training, competency certification and incentive-driven growth. These integrated measures have delivered remarkable results. The Group has cultivated its first cohort of 128 certified digital and intelligent engineers. A professional backbone team proficient in both business operations and digital technologies, capable of undertaking and advancing intelligent projects, has taken solid shape.

Digital transformation is also a profound organizational reform. Shougang Group has laid a solid institutional foundation for transformation by optimizing its organizational structure. To date, all of the Group’s platform companies, directly-managed units and key functional units have established Cybersecurity and Informatization Committees. 16 units have set up dedicated digital management departments, while another 8 have integrated digital management functions into core departments such as strategy or comprehensive management. This ensures that digital initiatives are led by dedicated bodies, promoted by senior management, and supported by sufficient resources. To focus on the implementation of smart manufacturing scenarios in the steel industry and strengthen cross-unit, cross-domain collaborative research, Shougang Group took the lead in establishing the Steel Intelligent Manufacturing Collaborative Innovation Center. It integrates internal and external intellectual resources to conduct joint research and promote the application of key common technologies, breaking down barriers and forming synergies to tackle challenges in smart manufacturing implementation. This marks that Shougang’s digital transformation has entered a new stage of systematic collaboration and in-depth integration.
