Positioning scientific and technological innovation - termed the "key variable" - as the "greatest driver" of high-quality development has consistently been a central focus for NPC deputy Zhao Minge. In today's era of technological revolution and industrial transformation, it has also become an imperative for countless enterprises.

On March 7, Xinhua News Agency's app released an exclusive interview video titled Striving for the Final Year of the 14th Five-Year Plan | Tempered into Steel, Pursuing 'New' Development, featuring Zhao Minge. In it, he stated, "By leveraging reform and innovation to unleash labor efficiency and advance productivity development, we aim to build Shougang Park into an internationally renowned landmark for urban revitalization..." He elaborated, "Shougang Park has taken 15 years to reach its current state. We consciously chose a path of renewal and reinvention, enabling this area to achieve a true rebirth. The relocation of Shougang was far more than a physical move - it was a comprehensive process driven by technological innovation from start to finish. As this year marks the conclusion of the 14th Five-Year Plan, we must advance reforms of state-owned enterprises (SOEs) to establish a truly market-oriented operational mechanism. For 2025, there are clearly defined tasks and specific requirements for fostering new quality productive forces. In Shougang's strategic planning, we are firmly committed to positioning technological innovation as our foremost competitive advantage and will accelerate the creation of a Shougang model that aligns with Chinese modernization." On the same day, Xinhua also published an article titled "Source of Vitality Converges into a Surging Tide of 'New' - Observing Sci-Tech Innovation at the Two Sessions." This article highlighted operations at Shougang Cold Rolling's galvanizing production line, where label-applying robots deftly attach and inspect steel coil tags while slag-removal robots tirelessly perform skimming and slag-clearing tasks. Zhao Minge, NPC deputy and Chairman of Shougang Group, emphasized: "For Shougang, advancing new industrialization means fundamentally empowering a wider array of scenarios with digitalization."

The government work report's assessment of future prospects - encapsulated by statements like, "The fundamental trend of long-term economic growth remains unchanged and will not change. China's economic ship will surely brave the winds and waves, sailing steadily toward a bright future!" - has inspired deep confidence and resonated strongly among deputies and committee members. In interviews with journalists, Zhao Minge expressed his unwavering confidence in the economy's promising outlook, highlighting recent progress and achievements in industrial development while offering valuable opinions and suggestions on seizing opportunities to promote high-quality development.

On March 6, Beijing Daily published an article titled China's Economic Ship Will Surely Brave the Winds and Waves and Sail Steadily Forward, which featured deputies and committee members expressing robust confidence in the nation's bright economic prospects. The sustained upward trajectory of China's economy has further fortified the resolve of businesses and market entities to champion high-quality development. Zhao Minge remarked, "China's economic foundation is solid, its advantages abundant, its resilience strong, and its potential vast. The fundamental conditions and long-term positive trend remain unaltered, with a package of incremental national policies and emerging structural opportunities further amplifying the outlook, making it even brighter. We are confident of securing a 'strong start' in the first quarter. This will lay a solid foundation for the successful culmination of the 14th Five-Year Plan and a robust launch of the 15th Five-Year Plan while proactively contributing Shougang's strength to Beijing's high-quality economic growth." Zhao Minge emphasized that "China's economic vessel has always forged ahead by navigating through turbulent waves." Over the past year, the economy maintained stable and progressive growth, with sustained improvements in economic, technological, and comprehensive national strength, marking new, solid strides in Chinese modernization. The Beijing Municipal Party Committee and Municipal Government have diligently implemented the decisions and arrangements of the CPC Central Committee, prioritizing the capital's development in the new era. The city's economy has shown steady progress, vibrant innovation, and a positive development trajectory. Zhao Minge noted, "To unlock China's economic potential and consolidate the recovery momentum, the key lies in sci-tech innovation," Zhao Minge pointed out. From its origins as the "Ten-Mile Steel City" in western Beijing to its current status as a hub of urban revitalization, Shougang has always moved in lockstep with the capital's progress. The Group will continue to leverage its role as a "ballast stone" of state-owned enterprises, firmly seizing new opportunities emerging from supportive policies, burgeoning sectors, and innovative scenarios while steadfastly adhering to technology-driven innovation. By integrating technological innovation with management innovation and business model innovation, Shougang will vigorously cultivate and develop new quality productive forces. It is committed to "building ladders for transformation through hard work" to accelerate the creation of a Shougang model that contributes to Chinese modernization.

During this year's Two Sessions, Beijing Daily collaborated with Tianjin Daily and Hebei Daily to launch a special column titled Beijing-Tianjin-Hebei Deputies and Committee Members Talk about Coordination. In each edition, these three newspapers interviewed NPC deputies and CPPCC members from their respective regions on a shared theme, thereby gathering their insightful perspectives. Focusing on the topic "Stimulating New Momentum Through Industrial Collaboration," Zhao Minge underscored that leading enterprises should seize the opportunity presented by the "Six Chains and Five Clusters" initiative to build industrial clusters with more substantial core advantages. He stressed the importance of playing an exemplary and leading role in driving the overall upgrading and expansion of regional industries. From Shijingshan to Caofeidian, Shougang's historic relocation over its century-long history has not only transformed the company itself but has also become a landmark project for the coordinated development of the Beijing-Tianjin-Hebei region. Zhao Minge elaborated, "Shougang's relocation was never just a simple move - it signified a comprehensive upgrade toward new production capacities, technologies, and standards." Through this strategic relocation and restructuring, Shougang has established a world-class premium steel production base, achieving a transformation from long products to high-end sheet steel. This has enabled the formation of an advanced product cluster centered on automotive steel, electrical steel, and tinplate. Currently, Shougang Group operates over 80 enterprises within Hebei Province, including prominent entities such as Shougang Jingtang, Shougang Qian'an Steel, and Shougang Mining, with cumulative investments exceeding 200 billion yuan in the region. "In recent years, as the 'Six Chains and Five Clusters' industrial layout in the Beijing-Tianjin-Hebei region has accelerated, Shougang has secured a pivotal role in this chain-cluster framework, unlocking new development opportunities," Zhao Minge noted. For instance, focusing on new energy vehicles and high-grade grain-oriented electrical steel, Shougang has pioneered two globally unprecedented specialized electrical steel production lines at its Qian'an base. Zhao Minge emphasized that, within the broader context of coordinated industrial development in the Beijing-Tianjin-Hebei region, leading enterprises must deepen their expertise in niche sectors, strengthen their core technological advantages, and enhance competitive differentiation. By extending industrial chains and fostering collaborative synergies, they can drive the sector toward premium, green, smart, and integrated development. "Aiming to build a premium steel industrial cluster, Shougang will accelerate key projects, including near-zero carbon smelting initiatives and new galvanized automotive exterior panel production lines at Jingtang," stated Zhao Minge. "By leveraging our leading enterprises in Hebei as both 'anchor points' and 'binding agents,' we will further drive concentrated industrial development." "Today, new quality productive forces have become a crucial engine for activating the Beijing-Tianjin-Hebei region's factor endowments, leveraging comparative advantages, and empowering high-quality, coordinated development." Zhao Minge believes that leading enterprises have significant potential in cultivating these new forces, promoting the deep integration of technology and R&D with product applications, and enhancing regional collaborative innovation capabilities. He proposed strengthening independent innovation while actively building an integrated industrial innovation chain encompassing technology development, product application, and customer service. Aligned with national strategic priorities, efforts should focus on cutting-edge fields like green and low-carbon technologies, advanced materials, and smart manufacturing. This requires systematically consolidating innovation factors and resources, as well as deepening the "government-industry-university-research-application" five-dimensional collaboration mechanism. Through technological innovation, industries can transform and upgrade, fostering new sectors, models, and momentum to achieve leaps in new quality productive forces.

Beijing Youth Daily published an article titled Three Regions Unite to Forge a New Growth Pole for Regional Development on March 10. In an interview with the newspaper, Zhao Minge stated that in the coming decade, Shougang will continue to promote the deep integration of innovation, industrial, capital, and talent chains to accelerate the cultivation and development of new, high-quality productive forces.
