Since January 25, Zhang Gongyan, Party Secretary, Chairman and General Manager of Shougang Group and leader of the Epidemic Prevention and Control Leadership Group has successively visited Shougang Hospital, Shougang International, Gucheng Single Dormitory, 37 Degree Apartment, Gucheng Community Clinic and Moshikou Elderly Nursing Home, commuter shuttle waiting area of Shougang Park, marketing center and other key prevention and control areas for on-site inspection of epidemic prevention and control work. In order to shoulder responsibility, he put forward clear requirements for strictly implementing various measures to ensure prevention and control work in place, etc. Each unit of Shougang took epidemic prevention control as the top priority in accordance with the deployment requirements of Shougang Group’s Party Committee, formulated prevention and control work plans and implemented measures in accordance with its own characteristics and actual conditions.

Strictly guard and strengthen full implementation of key prevention and control

The epidemic outbreak is menacing, but we stand firm and work together. Principal leaders of Shougang Group's authority departments and units of Beijing Park insisted on frontline leadership and earnestly implemented requirements of superior prevention and control work.

The General Office leads all units to continuously perform duty during the festival, so that the epidemic situation can be reported as soon as possible. At the same time, based on the requirements of relevant documents from the superiors, Shougang Group has proposed measures for epidemic prevention and control, requiring non-Beijing units to do epidemic prevention and control work in accordance with the requirements of district governments; units in Beijing have done related work in accordance with the requirements of Beijing Government and the principles of classified management. Shougang’s Party Committee quickly bought and distributed 2,300 masks to every employee of the agency as soon as possible. It has established an epidemic prevention and control working group to grasp the physical condition of each employee every day on a real-time basis, and has also established a daily report system for personnel leaving or returning to Beijing to pay attention to the situation of employees returning to Beijing every day as well as the situation of prevention and control of epidemic in key areas, reporting relevant data of the leading group for epidemic prevention and control within the time limit. The Discipline Inspection Commission monitors the development of the epidemic prevention and control of each unit every day, and reports the situation of the epidemic prevention and control supervision to the group's special supervision team for epidemic prevention and control within the time limit.

The Party Branch of the Administrative Management Center made arrangements for the prevention and control of the epidemic in the General Office. They purchased temperature measurement equipment and disinfection supplies in advance, and made careful and thoughtful arrangements for disinfecting vehicles, personnel, temperature measurement registration, canteen dining, conference rooms and other public areas. 

In light of the tough situation of under construction, overlapped operation, complex staffing, multiple epidemic prevention-control interfaces, Shougang Construction Investment Co., Ltd. earnestly performs the management function of the park platform for overall prevention and control of epidemic in the park in accordance with the working principle of "big closure, small isolation" while giving full estimation of difficulties and taking measures in place. To meet the requirements of the Organizing Committee for the Winter Olympics, the Park Management Department has implemented closed management in the North District, and carried out inspection and control of factory permits for people and vehicles entering the North District. The park service company formulated the "Prevention and Control Measures during Epidemic Prevention and Control", inspected the duty, disinfection and temperature measurement of the hotel catering business department, Shougang Industrial Hotel Boutique Hotel, and base canteen, organized the procurement of epidemic prevention and control supplies, and actively completed prevention and control work. The management department of the park adopts the method of "Four ‘No’s and Two Directs" to check the implementation situation at southern entrance of Liangshuichi East Road and side western gate.

The Talent Development Institute conducts comprehensive on-site supervision and inspection of door guards, apartments, properties, canteens, and campus emergency command centers. It also contacts teachers and students in key outbreak areas every day to learn their physical conditions and dynamics of personnel, and kept in quarantine at home as soon as possible to ensure that various prevention and control measures are implemented.

In response to the characteristics of a large number of foreign units and projects outside Beijing, the Shougang Construction Investment Group has clearly defined the division of responsibilities, strengthened the implementation of responsibilities, the management of labor personnel, and performed related work in strict accordance with unified arrangements and requirements. According to the requirements of the local governments and health management departments where the projects are located, the group develops a targeted prevention and control plan and takes practical prevention and control measures for those who leave the work site during the Spring Festival. All units pay close attention to the epidemic, and study and formulate practical labor employment programs and implement measures to ensure no risk in strict accordance with the latest regulations on epidemic prevention and control of mobile workers by the state and governments at all levels.

Go all out to build the "Great Wall of Steel" for epidemic prevention and control

Facing the outbreak of epidemic, as a state-owned enterprise with a heavy responsibility, it is necessary to both win the battle against epidemic and deliver the production task. All units in the group's steel sector responded calmly, with precise strategies and comprehensive deployment. Everyone maintained the confidence that they would win, gathered together a strong joint force to overcome difficulties and went all out to build a "Great Wall of Steel" of epidemic prevention and control.

The party committee of the joint-stock company has fully deployed the defense, implemented accurate policies, strictly controlled the epidemic, and maintained stable and orderly operations. Faced with the company's many points, long lines and wide area, especially the scattered and complex staff of 99 service units, the group has given full play to the role of grass-roots party organizations in fighting fortresses. It is required to keep on reporting on the epidemic prevention and control work of the unit every day, pay attention to the basic situation, work and life trajectory of key groups, storage and distribution of prevention and control materials to ensure the rapid advancement of epidemic prevention and control. The Party Committee of Jingtang Company plays more the vanguard and exemplary role in guiding the majority of party members at critical moments. The party and government leaders of the primary units have personally organized thorough investigations on whereabouts of employees from Hubei, those who had traveled to and come from Wuhan and other key outbreak areas, and those who left the original place of residence for other places during the Spring Festival holiday and established a comprehensive personnel account for real-time update; they also strictly implement the 24-hour on-duty system of leaders and established information channels with the group company and Caofeidian local government's epidemic prevention and control agency to maintain 24 hours of information flow; and they also centralized purchase of masks and other epidemic prevention supplies, and distributed them to employees. Besides, they have carried out regular disinfection of crowded places such as commuter buses, employee restaurants, work sites, etc., and strengthened ventilation and environmental cleaning. The Mining Company has issued the notification on the prevention and control of epidemic, established prevention and control leadership group and institution, management networks, and detailed concrete prevention and control measures to the plant area and community; it has carried out statistics and investigation on the health status of all employees and cohabited residents and those who returned to the mine residence; distributed 20,000 masks to all employees, while at the entrance of each plant and family area, it has kept 24-hour check and management for vehicles and people, sprayed disinfectant on the corridors and public areas of each community unit. Organized by the mining street committee, more than 130 volunteers in the mining unit have conducted a thorough investigation of all residents (including mobile population) in the mining area within two days, completing inspection on 9,189 households.
