On August 17, the Leading Group Office for State-owned Enterprise Reform of the State Council officially launched the “Double-Hundred Actions” of state-owned enterprise reform and announced the list of “Double- Hundred Enterprises” recently. Shougang Group was successfully included on the list.

According to the “Notice on the Selection of Enterprises for the ‘Double- Hundred Actions of State-Owned Enterprises Reform’” (State Assets Research [2018] No. 107), the Leading Group Office for State-Owned Enterprise Reform of the State Council decided to select 100 central enterprises and subsidiaries and 100 key or mainstay local state-owned enterprises (abbreviated as “Double-Hundred Enterprises”). From 2018 to 2020, the “Double-Hundred Actions of State-Owned Enterprise Reform” (abbreviated as “Double- Hundred Actions”) will be carried out to deeply promote comprehensive reform, focus on key and difficult points, and overcome reform shortcomings; first making breakthroughs in key fields and links of reform, as well as training a group of superb state-owned enterprises with scientific and comprehensive governance structures, flexible and efficient operational mechanisms, strong and powerful party leadership, and obviously improved innovation ability and market competitiveness, fully playing a representative and leading role in demonstration.

As a large state-owned enterprise with a history of nearly 100 years, Shougang has always been the pioneer and leader of reform. From taking the lead in implementation of the contract system as a flag of the reform of industrial enterprises in China and relocating and adjusting as the first large iron and steel enterprise to relocate to coastal areas in China, to comprehensively deepening reform and accelerating the development of transformation as the only all-inclusive pilot state-owned enterprise deepening reform in Beijing, Shougang has always been closely linked with the reform and development of China. The road to reform and development of Shougang is a true microcosm and vivid example of the reform of China’s state-owned enterprises. Being listed in the “Double-Hundred Enterprises” of state-owned enterprise reform is undoubtedly a source of reaffirmation and encouragement for Shougang and has great significance for accelerating Shougang’s future reform and development. Shougang will play a leading role in demonstration and continue to promote and deepen reform, and compose a new chapter of the reform and development of state-owned enterprises in innovative practice.

According to the information platform of the “Double-Hundred Actions” of the state-owned enterprise reform, there are three criteria for being selected as one of the enterprises of “Double-Hundred Actions”: relatively strong necessity and urgency to reform, strong representativeness and extensiveness, and strong willingness and initiative to reform. It is reported that a total of 404 enterprises have been listed as “Double-Hundred Enterprises,” including 224 central enterprises and their subsidiaries and 180 local state-owned enterprises. Among them, there are 19 metallurgical enterprises in total.
