On the morning of August 9, Shougang Group’s Cadre Conference was held in Institute for the Glorification of Literature. Yin Hejun, member of the Standing Committee of the Beijing Municipal Party Committee and deputy mayor, made an important speech. Sun Shizhu, deputy director of the Organization Department of the Municipal Party Committee, announced the notice of appointment of the Beijing Municipal Party Committee and the Municipal Government. Zhang Guilin, director and secretary of the Party Committee of State-owned Assets Supervision and Administration Commission of People’s Government of Beijing Municipality,  hosted the conference. Wang Xiaojun, chairman of the Board of Supervisors of the Municipal State-Owned Enterprises, members of the leading group of Shougang Group, and heads of departments and secondary enterprises of the headquarters of the Group attended the conference.

Sun Shizhu first announced the “Notice on Comrade Zhang Gongyan’s Appointment” of the Municipal Party Committee and the Municipal Government that Comrade Zhang Gongyan serves as the secretary of the Party Committee and chairman of Shougang Group Co., Ltd. Sun Shizhu fully affirmed the work of comrades Jin Wei and Zhang Gongyan when introducing the information about cadres’ official performance. He said: “Comrade Zhang Gongyan serves as secretary of the Party Committee and the chairman , and continues to serve concurrently as general manager for the time being. This is a decision made by the Municipal Party Committee and Municipal Government in favor of the long-term development of Shougang Group, which fully reflects the affirmation and recognition for Shougang Group of the leadership of Municipal Party Committee”.

Yin Hejun made an important speech on behalf of the Municipal Party Committee and Municipal Government. He pointed out that Shougang, a banner of Beijing’s industry, is about to celebrate its 100th anniversary of its establishment, and it has rich historical heritage and cultural heritage, and has made brilliant achievements in all historical periods. Especially since the reform and opening up, Shougang has always been in the forefront, emancipating the mind, boldly innovating, striving to forge ahead and creating many advanced experiences, and has contributed a lot to the economic and social development of the capital and the modernization of the country. In order to fulfill the promise of the Green Olympics and the development needs of the capital, in 2003, Shougang actively implemented the strategy of external development of the iron and steel industry. By the end of 2010, Shougang had realized the safe and stable economic shutdown of the main process of Beijing’s iron and steel industry, making historic contributions. Since the transformation, cadres and workers of Shougang Group have kept up their spirits and have overcome many difficulties. A strong position and influence in the steel industry have been maintained. the development of the park and the non-steel industry are being strengthened, and a new upgraded version of Shougang is being built. These gratifying achievements are really hard-won, and they are the result of the joint efforts of all cadres and workers of Shougang.

Yin Hejun said: “Comrade Jin Wei has worked at Shougang for more than 20 years and devoted a great deal of effort, sweat and wisdom to the development of Shougang. Especially in difficult times and the transition period, he worked with everyone to promote transformation and development. The Municipal Party Committee and Municipal Government fully affirm the work of Comrade Jin Wei and give high marks to the work of the previous team. According to the needs of the work, Comrade Jin Wei is appointed as a member of the Party group of the Municipal Government and the secretary-general. This appointment affirms Comrade Jin Wei as well as the work of Shougang. Comrade Zhang Gongyan also has worked in Shougang for a long time and, as one of the main members of the previous team, he has made important contributions together with everyone. This time, the Municipal Party Committee and the Municipal Government have studied and decided to appoint Comrade Zhang Gongyan as secretary of Party committee, and the chairman, which is an important decision after careful consideration from the perspective of the development of Shougang, and is a full affirmation of Comrade Zhang Gongyan.

Yin Hejun put forward three requirements on the strengthening of Party building, enterprise development and cadre force construction. First, we should thoroughly study and implement the spirit of the 19th National Congress of the CPC, further improve our political position, and accurately grasp the situation, tasks, and direction of work. The Party Committee of Shougang Group should strictly abide by the requirements and arrangements of the Municipal Party Committee, conscientiously grasp “one guide and two implementation,” use Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era to arm the mind and guide practice, and promote new achievements in all aspects of enterprise work. It is necessary to firmly uphold the “four consciousness”, firmly grasp the strategic orientation of the “four centers” of the capital city, upgrade the level of the “four services”, and further improve political thinking. We will conscientiously implement the emphasis on politics in the work of state-owned enterprises to strengthen Party building and enterprise reform and development, and shoulder the responsibility and mission of building the capital. Second, we should gather consensus, deepen reform, and show new achievements on the new Long March of Shougang’s transformation and development. At present, the development of Shougang has entered a new era. Shougang should actively integrate into the overall Beijing-Tianjin-Hebei Coordinated Development, become the backbone of the construction of the “four centers” of the capital and the economic development of high sophistication, maintain strategic stability, and be brave to act, striving to achieve the iron and steel and urban integrated service providers and coordinated development, showing the new image of Shougang. Third, we should earnestly strengthen the Party building of state-owned enterprises and the construction of cadres and talents under the new situation, and provide strong organizational guarantees for the reform and development of enterprises. Shougang is now in a critical period of transition and development, and its task is very heavy. It is necessary to give full play to the leadership role of the Party organizations of state-owned enterprises, to effectively perform its important duties of directing, managing the overall situation, and ensuring implementation, and to strengthen the construction of leading groups and cadres and talents to unite and lead the workers and the masses to concentrate, and contribute to the development of the enterprise.

Yin Hejun pointed out that Shougang employees are all tough people who are not afraid of difficulties and hardships. He believed that under the leadership of the leading group led by Comrade Zhang Gongyan, Shougang Group would surely be able to emancipate its mind, innovate, and work in a down-to-earth manner to make greater contributions to the development of Shougang.

Zhang Guilin pointed out, “Cadres and workers should integrate their thinking and actions into the decision-making arrangements and work requirements of the Municipal Party Committee and Government, stress politics, take into account the overall situation, make pioneering efforts, be bold in undertaking, do a solid job in the comprehensive reform and various work of Shougang, promote the transformation and upgrading of Shougang, achieve higher quality development, and make greater contributions to the economic and social development of the capital.”

Zhang thanked the Municipal Party Committee and Municipal Government for their trust and thanked Comrade Jin Wei for his important contributions to Shougang. He said: “Under the strong leadership of the Municipal Party Committee and the Municipal Government, we must improve our political thinking, persist in reform and innovation, implement the principal responsibility, build and strengthen the leading group, and closely rely on the collective wisdom of the leading group to perform our duties well, consciously accept the supervision of the masses, make achievements with a broad mind, promote Shougang to comprehensively deepen reform with tough spirit, accelerate the transformation and development, and live up to the trust of the Municipal Party Committee, Municipal Government, cadres and workers.
