Recently, the Shougang Group issued a notice on the Work Plan for Promoting the High-quality Development of Shougang and Doing a Good Job in Peak Carbon and Carbon Neutralization (hereinafter referred to as the Work Plan), thoroughly implemented the decisions and arrangements of the CPC Central Committee and State Council on peak carbon and carbon neutralization, promoted Shougang’s steady and orderly “peak carbon and carbon neutralization”, accelerated the construction of a green and low-carbon development pattern, and boosted its high-quality development.

The Work Plan is divided into four parts: “General Requirements”, “Main Objectives”, “Key Tasks” and “Safeguarding Measures”. In “General Requirements”, the Work Plan clarifies the guiding ideology of promoting the high-quality development of Shougang and doing a solid job in peak carbon and carbon neutralization, and the basic principles of “persisting in overall planning, conservation priority, innovational driving and step-by-step implementation “.

As the Work Plan stresses, guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we should fully implement the spirit of the 19th CPC National Congress and all previous plenary sessions, thoroughly implement Xi Jinping Thought on Ecological Civilization, keep a foothold in the new development stage, implement the new development concepts completely, accurately and comprehensively, actively integrate into the new development pattern, adhere to the systematic concept, handle the relationship between global and local, short-term, medium-term and long-term development, and emission reduction, and incorporate peak carbon and carbon neutralization into the overall development of enterprises and the whole process and links of production and operation; taking comprehensive green transformation as the goal, the green, low-carbon and efficient utilization of energy and resources as the key, and scientific and technological innovation as the driving force, we should make efforts to optimize the structures of industry, technological process, energy, logistics and transportation, further strengthen the responsibility of state-owned enterprises, unswervingly follow the path of green, low-carbon and high-quality development, complete the peak carbon and carbon neutralization objectives and tasks assigned by the industry and local governments, and make positive contributions to the realization of peak carbon and carbon neutralization as scheduled.

The Work Plan puts forward the main goal of promoting the high-quality development of Shougang and doing a solid job in peak carbon and carbon neutralization: to establish a sound energy-saving and carbon-reducing system, steadily improve energy utilization efficiency, meet the requirements of the government's peak carbon and carbon neutralization objectives and tasks, reduce the comprehensive energy consumption per ton of steel by more than 2% by 2025, make positive progress in the popularization and application of green and low-carbon technologies, gain 1 to 2 breakthroughs in technological innovation and strive to achieve peak carbon.

By 2030, the energy-saving and carbon-reducing system will be more scientific and standardized, energy utilization efficiency will be greatly improved and carbon emission intensity will continue to decrease, meeting the government's peak carbon and carbon neutralization objectives and tasks. Significant progress will be made in the R&D, popularization and application of green and low-carbon technologies, breaking through the bottleneck of deep decarbonization technology. By 2035, remarkable results will be achieved in green and low-carbon development as all parties strive to reduce carbon dioxide emissions by 30% from their peak.

From 2050 to 2060, major breakthroughs will be made in the R&D, popularization and application of deep decarburization technology, energy utilization efficiency and carbon emission intensity will reach the international advanced level, and green and low-carbon core competitive advantages will be formed, making the Shougang Group a large-scale iron and steel enterprise in the first echelon of carbon neutrality that makes positive contributions to the regional peak carbon and carbon neutralization objectives and tasks.

The Work Plan clarifies ten key tasks: to vigorously promote the green upgrading of the steel process flow; actively advance the clean development of the energy structure; continuously improve the level of the high efficiency of energy utilization; deeply develop the recycling utilization of metallurgical resources; make every effort to build a high-end carbon reduction supply chain; steadily make overall arrangements for revolutionarily profound decarburization and carbon sequestration technology research; boost digital intelligent upgrading in an orderly manner; cultivate and lay out green and low-carbon industries; explore the integrative development of green finance and green manufacturing; and continue to strengthen basic capacity building.

In “Safeguarding Measures” the Work Plan puts forward specific requirements. First, strengthen the organizational leadership. Group companies should strengthen their centralized and unified leadership, and scientifically and systematically promote peak carbon and carbon neutralization. Platform companies and carbon-related units (performance and reporting units) should establish and improve the organizational structure with the principal responsible person as the first responsible person, refine the division of responsibilities, establish a working mechanism and form a working pattern which is promoted step by step. It is also necessary to take peak carbon and carbon neutralization as an important part of the education and training system, and earnestly enhance the ability of leading officials at all levels to do a good job in green and low-carbon development.

Second, strengthen the implementation of responsibilities. All relevant units and departments should have a deep understanding of the importance, urgency and arduousness of peak carbon and carbon neutralization, earnestly shoulder their responsibilities and do their best to implement the various tasks in accordance with the “Main Objectives” and “Key Tasks” determined in the Work Plan. Based on “One Policy for One Enterprise”, the key management and control units of the Group should work out the plan for peak carbon and carbon neutralization, and clarify the timetable, road map and construction drawings, thereby ensuring that the responsibilities, measures and results are in place. The main responsible units of key tasks should take the lead in organizing the responsible units to do a good job in task refinement and decomposition, dynamic tracking, supervision and implementation, and summary and evaluation.

Third, strengthen overall coordination. Group companies should strengthen the guidance and coordination of peak carbon and carbon neutralization, supervise and inspect the work progress of relevant units, and study and solve major problems during implementation. All departments should strengthen coordination and form joint efforts to ensure consistent policy orientation and the enhanced cohesion of steps. It is also necessary to carry out green and low-carbon demonstration, cultivate benchmarking enterprises and demonstration parks, and explore and promote effective models and useful experience, as well as supporting qualified enterprises to take the lead in achieving peak carbon.

Fourth, strengthen technological support. Relying on the Research Institute of Technology, the Group should integrate its internal resources, establish technological teams, enhance exchanges and cooperation with top professional institutions and scientific research institutions at home and abroad, and provide strong support for promoting peak carbon and carbon neutralization.

Fifth, conduct strict evaluation. Depending on the annual performance evaluation system, peak carbon and carbon neutralization should be included in the business target responsibility documents of relevant units, and the index constraints should be strengthened. Units that fail to implement the Group's decisions and arrangements shall be assessed, and serious accountability for causing adverse effects shall be pursued.

Sixth, strengthen publicity and guidance. It is necessary to summarize, refine and publicize the advanced practices, successful experience and innovative models of peak carbon and carbon neutralization in a timely manner, enhance all employees' awareness of conservation, advocate a green and low-carbon production and lifestyle, tell the story of Shougang in implementing the objectives and tasks of peak carbon and carbon neutralization through typical cases and characters, and actively respond to climate change, thus demonstrating the responsibility of state-owned enterprises.

In addition to the Work Plan, the Key Indicator Decomposition Table of Key Management and Control Units of the Shougang Group and Key Task Decomposition Table of Peak Carbon and Carbon Neutralization of the Shougang Group were issued synchronously.
